The Technical Assistance (TA) for Package 1 of the consulting services under the Project is established through two contracts with ANZDEC Limited of New Zealand (the Consultant) on 25 May 2006 with amount of US$2,169,271.00, who is working in association with two local consulting companies, Resource Monitoring Development Group (RMDG) and Infra-D Consultants (IDC):
A second package of consulting services will establish and operate an agribusiness lending function within selected Participating Financial Institutions (PFIs) and is held by Rabobank.International and domestic consulting inputs will be financed under the Project. The consultants, to be financed under the loan, will be recruited in accordance with ADB's Guidelines on the Use of Consultants using a quality and cost-based selection method and other arrangements satisfactory to ADB for the engagement of domestic consultants. The TA is tasked with specific contributions to the Project, in partnership with the Project Management Unit (PMU). The overall project scope is much broader than the deliverables of the TA. The TA inputs are potentially fragmented. The TA work program aims to coordinate and integrate the inputs, define TA deliverables, and show how these can fit into, and contribute to, the overall Project.
TA Organization and Facilities
The TA consultants under Component 1 of the Project report directly to the Agribusiness Support Fund (ASF) Chief Executive Officer (CEO). The TA consultant under Component 2 of the Project reports directly to SBP. The other TA consultants report to the PMU Project Director. Overall TA reporting is to the PMU Project Director.
The TA contract with MINFAL provides budgets for office rental and other operating costs, TA equipment, TA support staff, and air and ground travel. From July 2006, the TA moved into the premises shared with PMU; this is intended as a means of improving coordination. During 2007 the office relocated but has maintained the TA office as an autonomous unit within the same building, to ensure transparent accountability of TA funds separate accounting agreements are maintained.
Equipment, furnishings, communications facilities etc have been procured by the TA to allow the TA office to function effectively
